Добавлен операторский runbook для новых выходов единого RU-хаба: одна глобальная запись на человека, стабильная подписка, blocked fallback, безопасное применение и откат. Описаны проверки TLS, маршрутов, отказа и особенности установленного API. Только документация; слияние после действующего review gate и CI.
