Report-only: операционная приёмка пяти единых подписок, 15 профилей, TLS/renewal, scoped fault/recovery. Сохранены общие клиентские записи владельца, исправлено несоответствие target/SNI. Runbook отдельно в PR24. Секреты не включены. Слияние после CI и действующего независимого review gate.
