Delete branch "codex/windows-panel-installer-20261024"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Add a Windows GUI that creates PuTTY sessions and panel shortcuts only for selected servers, with manual add/edit/remove and catalog import/export. A new server can be added after deploying 3x-ui without rebuilding the installer. Existing PPK files are selected locally; private keys/passwords are not collected or bundled. Loopback forwards and exact SSH host-key pins are stored in the session and shortcut; selected existing sessions/shortcuts and previous catalogs are backed up.
The repository includes generic source/example data and a packaging allowlist only. Configured RU/DE/DK metadata and ZIPs remain private artifacts. The new catalog CI job retains the existing Bash job and runs in a digest-pinned Microsoft .NET SDK image.
Validation: 49 catalog/selection/persistence/forwarding/host-key checks PASS locally and in the exact pinned CI image; PowerShell parsing, README language checks, whitespace checks and ZIP hashes PASS. Real Windows GUI/COM/registry/owner-login acceptance has not been performed. No server changes. Head
