R5 independent-review repair

Base/reviewed SHA: ca28be6ae6. Scope: executable conditional HAProxy master-worker reload with process/container evidence and rollback; fail-closed whole-tree backups; explicit HTTP-01/Caddy-auth/TLS-route staging. No actual VPS edits. Preserve existing unrelated routes and require actual runtime/mount preconditions. Evidence already observed in isolated official HAProxy3.0 fixture: PID1 haproxy -W -db -f..., USR2 changed worker generation while container ID/start/restart count remained unchanged. Actual VPS process model remains UNVERIFIED. DoD: syntax and fixture checks, independent rereview, explicit unknown-state stop branches.
