Removes all coupling to unrelated repositories and defines Server Monitor Manager as a fully standalone project. Adds a complete Provisioning and Xray VPN specification covering the project-owned bootstrap, typed jobs, restricted root helper, base setup, SSH migration, users, encrypted VPN profiles, system/per-user routing, recovery, testing, and acceptance criteria. Rewrites the roadmap into completed foundations and explicit future stages, corrects the bootstrap contract, extends the security model, and removes the non-existent installer command from Quick Start. Validation: repository-wide cross-project reference search returns no matches, all local documentation links resolve, and git diff --check passes.
